Комиссия по ценным бумагам и биржам США (SEC) отложила решение по заявке компании Wilshire Phoenix, желающей запустить торгуемый на бирже фонд (ETF), привязанный к биткоину и гособлигациям США.
Согласно опубликованному регулятором в пятницу уведомлению, SEC потребуется дополнительное время для оценки предложения Wilshire, изначально оформленного этим летом. Вынести решение SEC должна до 26 февраля 2020 года.
Wilshire считает, что ей удалось найти способ устранить сомнения регулятора касаемо рыночных манипуляций, из-за которых ранее он отклонял заявки аналогичного плана. По словам основателя и управляющего партнёра Wilshire Уильяма Херрманна, использование нескольких активов в корзине ETF позволит лучше защитить инвесторов. В случае повышения волатильности на криптовалютном рынке траст будет осуществлять автоматическую перебалансировку портфеля, снижая долю биткоина в нём.
🔺18 декабря компания подала дополнительное письмо-комментарий, в котором попыталась донести до регулятора «структурные и фундаментальные» отличия своего продукта от других биткоин-ETF. Для выявления цены биткоина предлагается использовать данные фьючерсного рынка Чикагской товарной биржи (CME), а также пяти бирж криптовалют: Coinbase, Kraken, itBit, Bitstamp и Gemini. Они, по словам Херрманна, представляют большую часть долларового объёма торгов биткоином и имеют соглашения об обмене данными с CME и CF Benchmarks, выступающей администратором референтной ставки.

The US Securities and Exchange Commission (SEC) has postponed the decision on the application of Wilshire Phoenix, which wants to launch an exchange-traded fund (ETF), tied to Bitcoin and US government bonds.
According to the regulator’s notification on Friday, the SEC will need additional time to evaluate the Wilshire proposal originally issued this summer. The SEC must make a decision by February 26, 2020.
✔️Wilshire believes that she managed to find a way to eliminate the regulator’s doubts about market manipulations, because of which he had previously rejected applications of a similar plan. According to William Herrmann, founder and managing partner of Wilshire, using multiple assets in an ETF basket will help protect investors better. In case of increased volatility in the cryptocurrency market, the trust will automatically rebalance the portfolio, reducing the share of bitcoin in it.
On December 18, the company filed an additional commentary letter in which it tried to convey to the regulator the "structural and fundamental" differences of its product from other Bitcoin ETFs. To identify the bitcoin price, it is proposed to use the data of the Chicago Mercantile Exchange (CME) futures market, as well as five cryptocurrency exchanges: Coinbase, Kraken, itBit, Bitstamp and Gemini. They, according to Herrmann, represent most of the dollar volume of Bitcoin trading and have agreements on the exchange of data with CME and CF Benchmarks, which serves as the administrator of the reference rate.
Earlier, the SEC rejected the application for the launch of the Bitwise Asset Management Bitcoin ETF.
