Национальный банк Кыргызской Республики (центральный банк страны) работает над законопроектом, который будет регулировать криптовалютную отрасль в стране.
Согласно официальному объявлению, размещенному на сайте регулятора от 13 ноября, Национальный банк Кыргызской Республики разрабатывает законопроект, который будет регулировать криптовалютные биржи. В ходе работы над проектом закона банк будет консультироваться с представителями отрасли.
✏️По замыслу регулятора, законопроект будет регулировать продажу и покупку криптовалют с целью борьбы с мошенническими схемами и финансовыми преступлениями, а также для защиты прав потребителей и инвесторов. Закон должен оказать положительное влияние на развитие цифровых финансовых продуктов и создать благоприятные условия для криптовалютного бизнеса. Не исключается также введение специального налогового режима для всего, что связано с цифровыми активами.
Национальный банк Кыргызстана не ожидает, что реализовать задачу регулирования криптовалют будет просто, заявляя, что трансграничный характер многих частных криптовалют затруднит применение закона без надлежащей инфраструктуры для мониторинга покупки и продажи цифровых активов.

📝According to the regulator's intention, the bill will regulate the sale and purchase of cryptocurrencies in order to combat fraudulent schemes and financial crimes, as well as to protect the rights of consumers and investors. The law should have a positive impact on the development of digital financial products and create favorable conditions for the cryptocurrency business. The introduction of a special tax regime for everything related to digital assets is also not excluded.
The National Bank of Kyrgyzstan does not expect the challenge of regulating cryptocurrencies to be easy to achieve, arguing that the cross-border nature of many private cryptocurrencies will make it difficult to enforce the law without proper infrastructure to monitor the purchase and sale of digital assets.
